Can you tune the non-turbo Veloster for big gains?

No, and we won't pretend otherwise. There's no turbo to lean on, so a remap on the NA 1.6 is realistically worth single-digit kilowatts - mostly throttle response and drivability, not a transformation. If you want real power, the Veloster Turbo (or a different car) is the honest answer.

What's the best first mod for this car?

Spend the money where it actually counts: tyres, suspension and brakes. A decent set of tyres and a lowering or coilover setup does far more for how this car drives than chasing power it doesn't have.

Does it need a tune at all?

Only if you've gone E85 or want sharper part-throttle response - otherwise the factory calibration is fine for a daily. A light NA tune can clean up the GDI throttle lag, but set your expectations around feel, not a dyno headline.

Any known weak points on the NA Veloster?

These are the GDI Gamma motors, so carbon build-up on the intake valves over high kays is the common one, and earlier examples can rattle/burn a little oil if servicing was skipped. The DCT is generally fine when maintained, but neglected fluid and stop-start traffic are its enemies.
